&lt;br/&gt;*Baguette Quartette is returning again for the fifth time for our very popular Bastille Day Waltz Ball. Many French waltzes, polkas, La Java, Valse Musette. French 'bistro music', great fun. Usually about 250 attend. Bring your beret and French accent. French costume highly appreciated. Baguette Quartette plays many wonderful joyous waltzes that lift the spirit. We are having them include their favorites La Java and Valse Musettes.
&lt;br/&gt;
&lt;br/&gt;Karen Tierney returns again to teach some fun French waltzes and French mixers. She was past member of Danse Libre and co-ordinator for the Friends of Dance at Stanford committee. Classes from 7 to 9pm in Main Ballroom.

&lt;br/&gt;*7pm class:* Bal Musette was a grouping of dances brought to Paris from the french country side in the 1920s. It was danced by the working class (costume note!) in the crowded cafes around the location of the Bastille. In the first hour Karen Tierney will be teaching the basics and styling of traditional bal musette; the embrace, valse musette, la java, and mazurka.

&lt;br/&gt;*8pm class: *in the second hour combining them into a choreography that will move you from partner to partner.     <title>Reports on the March 19 demonstrations in France</title>

&lt;br/&gt;World Socialist Web Site supporters interviewed demonstrators and distributed thousands of leaflets at protest marches during the March 19 day of action, called by France's trade unions, against the economic crisis and French state policy. Several million workers and youth participated in the demonstrations.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;The leaflet—handed out in Paris, Marseille, Nancy, and Amiens—was titled "What are the politics of the March 19 demonstration?" It insisted on the international character of the crisis, and the need to resolve it on the basis of revolutionary socialism, through the construction of a mass Trotskyist party in the working class.
&lt;br/&gt;
&lt;br/&gt;Union leaders have ruled out another national day of action before the traditional May 1 day of demonstrations. Bernard Thibault of the CGT (General Confederation of Labour, close to the Communist Party) and Annick Coupé of the Solidaires trade union confederation suggested they might hold smaller, regional actions before that date.
&lt;br/&gt;
&lt;br/&gt;The strike took place as the economic crisis engulfing the French and world economy deepens. Economic forecasts, issued the day after the demonstration, predicted a three percent contraction of the French economy in the year leading up to June 2009. Le Figaro commented, "Rare are the economists who do not predict a 10 percent [unemployment] rate by the end of the year."
&lt;br/&gt;
&lt;br/&gt;Paris
&lt;br/&gt;
&lt;br/&gt;According to the CGT, 350,000 participated in the demonstration in the country's capital. The vast Place de la République, the assembly point, was packed. There were many young people who came in groups of friends, and those coming on their own initiative outnumbered the official trade union contingents.
&lt;br/&gt;
&lt;br/&gt;In their slogans, the unions sought to promote illusions that the impact of the crisis can be softened through appeals to the government. 
&lt;br/&gt;
&lt;br/&gt;Among those who spoke to the WSWS, there was a varied appreciation of the depth of the crisis. 
&lt;br/&gt;
&lt;br/&gt;Nicolas is studying Political Science and is unemployed. He said, "It shouldn't be the poor getting hit in the crisis. It was like that before but now it's worse. We need a drive to equality."
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;A high school student studying maintenance was upset by the cost of living and job cuts. "I'm disgusted that so much money goes to the banks and nothing is being done about the social security deficit. It was bad nobody moved in support of the Guadeloupe struggle," he added.
&lt;br/&gt;
&lt;br/&gt;"Economic nationalism is for people who accept the system. We don't give a damn about the boss's profits. We want to keep our jobs. A one day strike is not enough. We need a week of demonstrations. Capitalism needs reforming.'
&lt;br/&gt;
&lt;br/&gt;An unemployed plumber told the WSWS, "The capitalist system is completely defective. There are those who toil and those who fill their pockets. The earth is dying." He said that he was not a member of any union and added, "The unions' message is not clear, there are too many ambiguities. I'm 100 percent for changing society internationally."
&lt;br/&gt;
&lt;br/&gt;Martine is a teacher in a college (ages 11- 15). She came up to Paris from the provinces to see what a Paris demonstration was like. "We're fed up. It's always the same people who get hit. This is a profound crisis that unites people. It affects everyone and is not confined to just one category of workers. I'm here as a teacher, but also as the daughter of my mother and as the mother of my daughter. Raising salaries is not enough; its limited. We need a deep change, a redefinition of society."
&lt;br/&gt;
&lt;br/&gt;Martine said that she sees no political party that is fighting for this fundamental change, but added, "The perspective of the ICFI is what I would wish for. But for that the people must be educated, so money will be needed for that education. It would need those in the leadership to be honest and I'm looking for that...We need internationalism, yes, I agree. It stands to reason, it's not easy, but it stands to reason."
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;Marseille
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;The unions reported 320,000 participants, while the police said there were 30,000. The CGT was represented in many sectors, with workers from the steel maker Arcelor Mittal, the petrochemical company Arkéma, and nurses and health workers out in opposition to the retrogressive CC 66 collective contract. The main education union federation, the FSU, was well represented, and there were high school student union members also present, along with contingents from all the other unions. The unions kept a tight control over the protest. There were also Communist Party and Left Party contingents. 
&lt;br/&gt;
&lt;br/&gt;WSWS leaflets, unlike many others, were read with interest and few were discarded.
&lt;br/&gt;
&lt;br/&gt;Caroline, 23, an educational assistant was with her friend Sylvie a nurse. She told the WSWS that working conditions for education workers are insecure. "The profession is not supported and this discourages people from taking it up." She opposed young workers being made to pay for the crisis. "To fight unemployment we're going to have to change the government," Caroline said. 
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;Caroline also said that she was opposed to economic nationalism. "All workers must unite. Just offering jobs to French people will increase unemployment, especially as most immigrants in France do jobs that nobody else wants; they're too hard." She thought protectionism was impossible "since we're in a globalised economy."
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;Stéphane, 47, an entertainment industry technician said people had to demonstrate to show the government that they were human beings. He was highly critical of media coverage of the struggles in Guadeloupe and Martinique and opposed to economic nationalism. He found it intolerable that 58 percent of French people had polled in favour of France's reintegration into NATO.
&lt;br/&gt;
&lt;br/&gt;Mathias Amore, studying litterature at university said he was demonstrating for decent public services and bitterly criticized Sarkozy's promise that he would get people to "work more to earn more". Mathias said this had become "work more and earn less." He was favorable to the ICFI's perspective of a planned socialist economy and knew of no other party that proposed such a solution to the crisis.
&lt;br/&gt;
&lt;br/&gt;Nancy
&lt;br/&gt;
&lt;br/&gt;There were more people demonstrating in Nancy than on January 29. At the end of the march, from a stage set up for a concert, the CGT shouted out the slogan, "25,000 on the 29th, 40,000 on the 19th, build the movement!" However, it offered no perspective to combat the economic crisis.
&lt;br/&gt;
&lt;br/&gt;Frank and Nicolas, teachers at the vocational high school Jean-Prouvé, came with a delegation of their colleagues and students. They had come to protest the "smashing up of vocational education." They said, "The vocational baccalauréat is going to be prepared in 3 years, even 2, instead of 4 as now." They opposed "the cutting of jobs, the deterioration of what is taught, the complete unclarity about the curriculum and exam syllabuses."
&lt;br/&gt;
&lt;br/&gt;Dorian, a student from an agricultural high school said he had come to protest the reform of the vocational baccalauréat. "We had the proof in Guadeloupe that people are fed up, everyone has had enough, even in small towns people are coming on demonstrations," he said. "We were in Mirecourt the other day [a town in the Vosges mountains of 1,000 inhabitants] and we had never seen so many people on the streets."
&lt;br/&gt;
&lt;br/&gt;Amiens
&lt;br/&gt;
&lt;br/&gt;The March 19 protest attracted around 50,000 people in the Picardy region of northern France, 15,000 more than on January 29. In the regional capital of Amiens, there were over 12,000, mainly local government workers, teachers and hospital workers. Many students also took part, protesting against a new law on university autonomy, the LRU. One banner expressed student frustration about the future: "Study is all that is left to us"
&lt;br/&gt;
&lt;br/&gt;The issues of unemployment and defense of public services were uppermost in workers' minds, especially in relation to defending hospital jobs and conditions, which the new Bachelot law will hit hard. Hospital workers' banners demanded the withdrawal of the law, declaring that it "destroys health and hospitals."
&lt;br/&gt;
&lt;br/&gt;Private sector workers were out in force, especially tyre factory workers in Amiens, against the effects of the crisis on their industries.The Goodyear tyre factory workers are faced with the prospect of seeing their factory closed, as were the Continental tyre workers in Clairoix in the south of Picardy. Some 1,200 workers are to be sacked as a result of the economic depression. The Continental workers stopped the factory and demonstrated with over 12,000 others in the city of Compiègne, where only 3,000 took part last time. Goodyear is set to sack a thousand workers soon. 
&lt;br/&gt;
&lt;br/&gt;A delegation from the Méaulte Airbus factory in Albert threatened with job losses, along with other Airbus factories in Europe, was led by the Force Ouvrière union. Its banner underlined the union's parochial approach to job destruction: "Preserve, Develop and Support our Industry in Picardy." 
&lt;br/&gt;
&lt;br/&gt;More than half the protestors marched behind CGT banners, which concentrated on purchasing power with the slogan "It is time to hit hard to increase wages". Rail workers, tax office workers, customs department workers and school and university teachers and students were out in force. Many secondary school students joined the protest against the scheduled 13,500 teacher job cuts this year.
&lt;br/&gt;
&lt;br/&gt;Four friends—Marielou, Marion, Marine and Adrien—all in the first year of different Amiens high schools said they were demonstrating against the reforms of education minister Xavier Darcos. They said that the reform was dumbing down the main core of the curriculum and making access to a full culture difficult for the less privileged.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;Marion said, "If the reform gets through it'll get worse." He said that they were there "to get things moving and for a better tomorrow. The banks get rich from us. We're not here just for high school issues," he said, "but for everything—pensions, jobs, all the things we have to face after leaving school."
&lt;br/&gt;
&lt;br/&gt;Adrian was opposed to France's militarism and membership of NATO. "They're trying to deal with the problems of France and imposing them on others."
&lt;br/&gt;
&lt;br/&gt;Marion thought that the protest strikes were useless: "They don't change anything. They're just symbolic. Sarkozy doesn't give a damn." They all agreed that the rich and the profiteers should be made to pay for the crisis. Marion added:"But we need to at least to be informed so we can be active citizens." On being informed that the ICFI was a Trotskyist, Marxist organisation that opposed Stalinism and was for the overthrow of capitalism, he said, "If you're against Stalinism then that can be something for us."&lt;/div&gt;

    <title>French workers need a socialist perspective to fight the economic crisis</title>

&lt;br/&gt;The following statement is being distributed by supporters of the International Committee of the Fourth International at the January 29 one-day strike and national day of action called by France’s trade unions to protest the government’s policies in response to the economic crisis.
&lt;br/&gt;
&lt;br/&gt;The central question facing workers in the January 29 one-day strike and national day of action called by France’s trade unions is one of political perspective: On what basis can working people defend their jobs and living standards in the face of the economic crisis?
&lt;br/&gt;
&lt;br/&gt;The €360 billion bank bailout organized last October by President Nicolas Sarkozy, part of a series of bailouts that pumped trillions of euros into banks worldwide, represents a colossal failure of capitalism. Aimed at stabilizing a shattered global financial system while leaving intact the ruling elite’s riches, amassed over decades of financial recklessness and social attacks on the working class, these bailouts have failed to prevent a collapse of lending and industrial activity.
&lt;br/&gt;
&lt;br/&gt;Workers’ interests can be defended only through the industrial and political mobilization of the entire working class for the purpose of converting the banks and other major industries into public utilities—democratically managed and overseen by the workers—in France and internationally. The defense of private property only provides a blank cheque for the hoarding of trillions of euros in the accounts of the super-rich. The task facing the working class is to maintain and expand economic activity and prevent the pauperization of the population—workers, retirees, and small business owners.
&lt;br/&gt;
&lt;br/&gt;The most basic requirement of this struggle is a political break with the trade union bureaucracy and the French political establishment, which are promoting unviable, nationally-based responses to the crisis, and the building of a new political leadership in the working class on the basis of a revolutionary socialist program that places the economy under the democratic control of the working class.
&lt;br/&gt;
&lt;br/&gt;The state’s bank bailouts have exposed the class arrogance of Sarkozy’s insistence that hospitals, pensions and other social programs must be cut to save money. Sarkozy is hardly alone in making such claims. President Jacques Chirac and Prime Minister Lionel Jospin of the Socialist Party (PS) have both advanced such arguments before him, to justify their own austerity and privatization policies.
&lt;br/&gt;
&lt;br/&gt;When the wealthy and the banks need money, the government quickly finds it. Only the basic needs of the working class are deemed too expensive.
&lt;br/&gt;
&lt;br/&gt;The bailout helps neither credit nor industry. According to central bank data, bank credit to companies has fallen every month since September, and consumer credit fell 7 percent in November. The latest monthly data show industrial production in France fell at a yearly rate of 9 percent, and Le Monde reported that small industrial enterprises are reporting a 25 percent fall. In November, there was a record loss of 64,000 jobs.
&lt;br/&gt;
&lt;br/&gt;In must be stated bluntly: The unions’ objective in calling this strike is not to spearhead the resistance of the working class to the impact of the capitalist crisis, but rather to contain and dissipate it. As Le Monde recently wrote, “At the Elysée as in the Socialist Party, in the trade unions as in employers’ circles, everyone dreads an explosion of the social cauldron.” All of these paragons of the French establishment fear the eruption of a social movement they do not control.
&lt;br/&gt;
&lt;br/&gt;This is why the unions waited until December to call a strike—instead of calling it immediately—when it became clear that the financial crisis would have massive economic consequences in September, with the collapse of credit and share markets following the bankruptcy of the American investment bank Lehman Brothers. In particular, the unions were silent when mass rioting erupted in Greece following the shooting of 15-year old Alexandros Grigoropoulos, for fear that such mass protests would spread throughout Europe.
&lt;br/&gt;
&lt;br/&gt;The unions’ delaying of the strike until late January was also calculated to isolate the high school students’ protests against the Sarkozy government’s school reform.
&lt;br/&gt;
&lt;br/&gt;Fear of an independent movement of the working class is mounting again in the French establishment. The conservative daily Le Figaro wrote, “The fear of popular insurrections caused by the crisis is starting to work its way into the minds of European leaders.” Citing mass demonstrations and rioting in the Baltic countries, Iceland, and Bulgaria, the newspaper added: “As no solution is readily at hand, does not this oppositional movement risk spreading, as the crisis deepens, to all of Europe?”
&lt;br/&gt;
&lt;br/&gt;Taken on its own terms, the unions’ January 5 Common Statement for a strike, to influence the formulation of “public policy”, is shot through with contradictions. It calls for the defense of jobs, while asking firms facing business slowdowns to negotiate short hours or layoffs “with the objective of preserving jobs and salaries.” It issues a call for government regulation to put an “end to speculation, tax havens, the opacity of international finance and to control capital flows.” It is unclear how Sarkozy would—even if he wished to—regulate his friends among France’s billionaires, such as Bolloré and Lagardère, let alone the financiers of New York, London, Tokyo, or Hong Kong.
&lt;br/&gt;
&lt;br/&gt;The nationalist perspective of the Common Statement is both reactionary and unviable. The French state cannot single-handedly shield France’s economy from a global crisis, any more than Sarkozy could contain the surge of inflation caused last year by massive price increases for raw materials on world markets. If the crisis was initially more concentrated in certain countries—during the US subprime mortgage collapse in 2007 and the collapse of credit and housing bubbles centered in the US and European countries such as the UK and Spain—it is now a world phenomenon. A global seize-up of credit and a collapse of asset values and world trade are hitting each national economy.
&lt;br/&gt;
&lt;br/&gt;The incoherence of the unions’ program is not accidental. The bureaucracy dares not explain what they are doing, because they are junior partners of the French ruling elite seeking to impose austerity measures on a hostile working class. This is, however, increasingly hard to conceal. On January 25, Sarkozy’s general secretary, Claude Guéant, gave an interview in Le Parisien in which he said he was “not worried, but attentive” to the January 29 strike. Asked if Sarkozy wanted strong unions, Guéant replied, “Yes, as their role is extremely important. Initiatives will be taken to make the unions more representative, stronger, and even better partners.”
&lt;br/&gt;
&lt;br/&gt;This comes on the heels of a January 13 meeting at the Elysée presidential palace between Sarkozy and the leaders of the five main official trade union federations (CGT, CFDT, FO, CFTC, and CGC). According to the Elysée’s press briefing, Sarkozy proposed “a schema to inform and consult with the trade unions about corporate restructuring” and to collaborate on “forward-looking management of employment.” In the context of economic collapse, this can only mean collaborating with the state in imposing job cuts and wage cuts.
&lt;br/&gt;
&lt;br/&gt;With this strategy, the unions are reprising their collaboration with the government in the strikes of spring and summer 2008. At that time, the unions negotiated a Common Position and a basic agreement with Sarkozy—a program of cuts in pensions and a weakening of labor law rights, including the 35-hour work week law. They then cynically called a series of widely spaced strikes to let off steam and demoralize the workers. As a result, all the government’s social cuts were passed. In disgust, workers responded with a record abstention (74.35 percent) in the December 2008 union elections.
&lt;br/&gt;
&lt;br/&gt;If the unions dare to simulate renewed opposition to Sarkozy, by calling for mass demonstrations, it is because they feel confident that no established political force in France will challenge their leadership of the strike, let alone mount a political campaign to resolve the crisis through the establishment of workers’ control of the economy and a workers’ government. In their calculations of where the political loyalties of the leaderships of the so-called “left” parties in France truly lie—that is to say, with the ruling class—they are quite correct.
&lt;br/&gt;
&lt;br/&gt;The official left parties—Socialist Party, Communist Party, Green Party—all support the trade unions and promote the notion that mass pressure from below can alter the economic policies of the French ruling elite. As for the “far left” parties, their occasional criticisms of the trade union bureaucracy in no way lessen their determination to channel the struggles of the working class behind the trade union bureaucracy and block the emergence of an independent political movement of the working class. All of these parties—Ligue Communiste Révolutionnaire (Revolutionary Communist League), its New Anti-Capitalist Party, Lutte Ouvrière (Workers’ Struggle) and Parti Ouvrier Indépendant (Independent Workers Party)—oppose building a political movement to bring down the government.
&lt;br/&gt;
&lt;br/&gt;French workers urgently require a party that fights to unite the working class throughout Europe and internationally on the basis of a socialist program. The International Committee of the Fourth International and the World Socialist Web Site, appeal to workers and young people looking for a socialist alternative to mass unemployment and poverty, to read the WSWS, contact the ICFI, and fight to build a section of the ICFI in France.&lt;/div&gt;

&lt;br/&gt;Thursday’s day of action throughout France in defence of jobs, the purchasing power of wages and social services, called by the eight major trade union federations, brought an estimated 2.5 million workers and youth onto the streets of some 200 cities and towns. Some small towns reported the largest demonstrations in many years. Workers went on strike in great numbers, as did high school and university students.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;Opinion polls indicate that up to three quarters of the French population support or sympathise with the strike.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;The trade unions that called the day of action have given no indication of plans to continue or extend the mobilisation and merely state they intend to meet on Monday, but are waiting to see what right-wing President Nicolas Sarkozy will do.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;The mass popular movement is driven by the rapidly deteriorating economic situation. A wave of sackings and plant closures in the private sector has led to the destruction of 100,000 jobs in the last three months. This has been aggravated by partial closures and short-time working, particularly in the steel and motor industries. Meanwhile, the Sarkozy government has launched an offensive in the public services (health, education, social welfare) targeting jobs and conditions of work.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;Thursday’s mobilization expressed the feelings of millions of workers and young people. The French working class will not accept impoverishment as the price of an economic crisis, for which it bears no responsibility, to maintain the profits and privileges of those who are responsible.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;University students in Amiens, the banner reads: "Selling education cheap today means selling France cheap tomorrow"
&lt;br/&gt;Many placards and homemade banners at the various protests expressed anger and resentment at the €360 billion bailout plan for the banks and the €26 billion in aid for private enterprise.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;A group of primary school teachers in Amiens, for example, held a 30-metre banner that read, “Millions for the bankers, asphyxiation of education from the nurseries to the universities.”
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;The biggest demonstration took place in Paris in the afternoon, estimated at 65,000 by the police and 300,000 by the organisers. WSWS correspondents report a massive gathering representing all age groups, largely dominated by workers from the public services.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;The day started with morning demonstrations in Marseille (24,000, according to the police, and 200,000-300,000 according to the CGT (General Confederation of Labour, close to the Communist Party); 20,000-53,000 in Lyon; 34,000-80,000 in Bordeaux; 25,000-50,000 in Rennes.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;In Bordeaux there were 60,000 protesters (by CGT estimates), many of them from small firms, and also supermarket workers from Carrefour and Auchan, marching behind a banner reading: “The crisis is them, we are the solution.”
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;In eastern France, over 20,000 marched in Nancy and 7,000 to 20,000 in Strasbourg.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;Over 30 percent of the 5 million workers in the public services (education, public health, local government) were on strike. Also on strike were nearly 40 percent of rail workers, 48 percent of Paris metro drivers, 30 percent of the EDF electric utility staff, 28 percent of postal workers, nearly half of primary teachers and a third of secondary teachers, 30 percent of France Télécom workers, 32 percent of urban transport workers in France’s major cities, 16 percent at the Crédit Lyonnais bank and 10 percent at the Renault car plants.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;Radio France and France Télévision services were disrupted and rail traffic was reduced, in some cases by 50 percent. Air traffic was disrupted.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;The comments of the various leading trade union officials expressed their complacency and lack of perspective.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;Jean-Claude Mailly of Force Ouvrière (Workers Power), France’s third-largest union confederation, declared: “We are not considering the hypothesis that we are going to demonstrate every week, that’s not it—but it’s necessary too for the government to respond.”
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;Bernard Thibault, leader of the CGT, said that the day’s mobilisations equalled those at the height of the movement against the CPE (first job contract) in 2006, but was pleased to note that this time “there are far fewer young people and many more workers from the private sector.” He said there would be further action, but did not specify what or when it would be.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;The comments of François Chérèque of the CFDT (French Democratic Confederation of Labour, oriented to the Socialist Party) expressed the general desire of the union bureaucracies to reach a deal with Sarkozy. “Now it’s up to the government to bring answers” in regard to a “stimulus package with concrete measures for workers, and after that we will decide on further plans for the movement.”
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;WSWS supporters in Paris, Marseille, Nancy and Amiens handed out thousands of copies of the WSWS Editorial Board statement, “Workers need a socialist perspective to fight the economic crisis,” which called for “the industrial and political mobilization of the entire working class for the purpose of converting the banks and other major industries into public utilities—democratically managed and overseen by the workers—in France and internationally.”
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;The statement also argued that “The most basic requirement of this struggle is a political break with the trade union bureaucracy and the French political establishment, which are promoting unviable, nationally-based responses to the crisis, and the building of a new political leadership in the working class on the basis of a revolutionary socialist program that places the economy under the democratic control of the working class.”&lt;/div&gt;

&lt;br/&gt;The French Socialist Party announced its alternative economic stimulus plan on January 21. The announcement came after months of tacit support for the successive rescue measures for the troubled French banking system by the conservative government of Nicolas Sarkozy, including a €360 bailout last October. On December 4, President Sarkozy had announced a “massive” economic stimulus plan for the economy. 
&lt;br/&gt;
&lt;br/&gt;The Socialist Party’s economic plan, entitled “Acting in a real way against the crisis,” is to all intents and purposes an extension of Sarkozy’s plan to save French capitalism at the expense of the working class. 
&lt;br/&gt;
&lt;br/&gt;The plan of the Socialist Party (Parti socialiste—PS) foresees the injection of €50 billion of taxpayers’ money directly or indirectly into the coffers of employers, compared with the €26 billion allotted under the government’s own stimulus plan. The emphasis of the Socialist Party’s plan is boosting rapidly declining production by boosting consumption, at the household and regional and local state levels, through broader intervention by the French state into the banking and industrial sector. 
&lt;br/&gt;
&lt;br/&gt;It closely follows the recommendations of the International Monetary Fund, and matches the amount of money made available by the German coalition government for its own rescue package. As PS national secretary Martine Aubry presented the plan, “Our plan mobilises €50 billion in credit, of which €10 billion is in capital, which is situated within the margin of 2 to 3 percent of GDP advocated by the experts and the IMF.”
&lt;br/&gt;
&lt;br/&gt;The alternative plan was presented in the French media as a political comeback and a “counteroffensive” by a party in a deep crisis. The Socialist Party’s congress last November ended with the election of Aubry as national secretary after an open confrontation between various wings of the SP and an extremely close contest between ex-presidential candidate Segolene Royal and Aubry herself.
&lt;br/&gt;
&lt;br/&gt;The decision of the SP to present a “counter stimulus plan” is part of an attempt initiated by several European social democratic parties in the last months of 2008 to present a more radical face. Aubry had campaigned against Royal under the slogan of “anchoring the SP to the left,” while Royal courted the centre-right Democratic Movement party (Mouvement démocrate). 
&lt;br/&gt;
&lt;br/&gt;The stimulus plan—except for a few “reservations” from a minor figure in the PS leadership, Malik Boutih (twice lobbied by Sarkozy to join his government)—was supported by all factions in the PS. The leader of the so-called left wing, Benoit Hamon, said, “This is an efficient plan, which tackles the roots of the economic crisis, a comprehensive, an ambitious and credible plan” giving “leverage in relationship to the economy.”
&lt;br/&gt;
&lt;br/&gt;Much was made of the measures designed to increase the money available to those dependent on income support, unemployment benefit or other state allowances. According to the PS, a lump sum of €500 would be made available to around 12 million people, the legal minimum wage would increase by €30 before it is due to be raised, and the housing benefit would increase by 10 percent. There are also measures to influence prices by a reduction of VAT from 19.6 percent to 18.6 percent and a freeze on rents in 2009 and 2010 in areas with high rent increases. These were presented as benefiting the poorest layers “with a very strong tendency to consume.” 
&lt;br/&gt;
&lt;br/&gt;Other measures were presented as “protecting” workers in employment. The plan proposes an increase in the amount and duration of payment for layoffs in industry, as well as promoting early retirement to “make sackings more difficult.” But the former minister of the economy under Francois Mitterrand, Michel Sapin, made clear, “If most businesses that carry out sackings cannot do otherwise, unfortunately, some resort to sackings in order to increase their profitability. In this case the social plans have to be looked at very closely and have to be in proportion to the means of the enterprise.”
&lt;br/&gt;
&lt;br/&gt;The plan proposes various incentives for public investments, such as an increase of state funds for the regions and municipalities. This is meant to enable them to implement previous plans and invest in ecological projects, including a freeze in the reduction of 20,000 staff in hospitals, and a refurbishment plan for hospitals. The PS proposes the building of 300,000 extra units of social housing. 
&lt;br/&gt;
&lt;br/&gt;Measures are put forward to facilitate private investments. 
&lt;br/&gt;
&lt;br/&gt;A section is dedicated to state intervention into the economy. The state has to intervene “in a compulsory way” with banks that are recapitalised by the state with stricter conditions attached to bailouts, and other remedial funds. The state would use various means to influence decisions taken by businesses at the level of tax on benefits, etc. The PS advocates that the state become a temporary shareholder in industry and services, as has already taken place with the banks.
&lt;br/&gt;
&lt;br/&gt;There follows measures to “moralise” the banking and financial systems, “[s]tarting of course with the abolition of all the severance payments and the bonuses of the managers who have led their enterprises into a impasse; carrying on with a ban for the banks which have received help from the state to pay dividends or to buy their shares back.” A bank in receipt of taxpayers’ money would be obliged to have a government member on its board. 
&lt;br/&gt;
&lt;br/&gt;The last section of the counter-plan is dedicated to the reintroduction of some regulation into the banking system, with new laws at the national and European level that include tighter control of CEO incomes and a “fight against tax fraud and tax evasion.”
&lt;br/&gt;
&lt;br/&gt;Despite its vague appeals to European-wide financial regulation, the PS counter-plan is nationalistic and utopian. 
&lt;br/&gt;
&lt;br/&gt;The origins of the crisis are attributed purely to low wages and lack of consumption in an otherwise healthy and viable economic system. The plan states, “Once the worst of the crisis has passed, we refuse to accept the same political choices being repeated which have led to the present catastrophe.” 
&lt;br/&gt;
&lt;br/&gt;The PS’s assumption is that the French state is in a position to protect the national economy from a crisis that is worldwide. The inability of the various economic blocs and national states to devise a common solution was clearly revealed at the outbreak of the crisis. Despite this, every major power has embarked on a protectionist course and decreed its own stimulus and rescue packages, directed against its rivals, none of which has had any effect on the crisis. 
&lt;br/&gt;
&lt;br/&gt;Such a national plan can in reality only mean an attack on workers’ conditions in order to boost the chances of French industry and services in competition with their rivals in Europe and internationally. This is the meaning of the PS’s complaint that the Sarkozy government is not spending enough. Its plan can only be implemented by attacking jobs, working conditions and the wages and income of the working class. 
&lt;br/&gt;
&lt;br/&gt;The counter-plan cannot defend jobs. It is based on the assumption that short-term spending is going to give a “strong impulse” to consumption and thereby give a boost to production. But the employers are busy laying off workers, driving wages down and shutting factories.
&lt;br/&gt;
&lt;br/&gt;The PS plan does not even begin to address the reality of the crisis. Its stated assumption is that the crisis is due to a lack of consumption due to an imbalance in income distribution, not a crisis of capitalist production itself. It advocates the reform of a system that cannot be reformed, proclaiming “a structural crisis of the contemporary model of capitalism.”
&lt;br/&gt;
&lt;br/&gt;According to the PS counter-plan, the system is not only basically sound, but it will recover sooner rather than later if industry and the banks are helped to ride out the storm. Overall the PS counter-plan is not fundamentally different from that of the Sarkozy government. The pro-business newspaper Les Echos writes, “Concretely these plans must be preceded by a reopening of financial circuits. The rescuing of the banks is ‘a precondition,’ otherwise the money spent will be wasted. The counter-plan of the PS wants to condition the help given to the banks by demanding they grant credits and that bonuses be scrapped, exactly as the president of the republic has demanded. On that account both the right and the left are the same.
&lt;br/&gt;
&lt;br/&gt;“The Sarkozy plan and the Aubry counter-plan propose all in all the same thing for the businesses. The same focus, in particular on the car industry, whereas according to the IMF the help to the various sectors as in the refinancing of the American car makers is a bad idea.”
&lt;br/&gt;
&lt;br/&gt;A socialist response to the crisis of the capitalist system would include the expropriation of the banks and the big corporations by the working class so they can be run in order to meet social need. This presupposes a mobilisation of the working class to take political power and the establishment of a workers’ government. &lt;/div&gt;

&lt;br/&gt;
&lt;br/&gt;I'm new to this tribe! I have a bit of a problem, I'm learning GCSE French and my teacher is really awful and half-deaf! Lol. I feel like I'm not learning a thing, and he can't control the class and just is basically a c*** teacher
&lt;br/&gt;
&lt;br/&gt;I'm not sure what to do, I don't want to move classes and I can't really afford a tutor. My sister said I should buy some french tapes as I struggle with listening exercises; the exercises are very fast spoken French which I'm not used to as the teacher doesn't speak in fast French to us. I really feel like I need to familiarise myself with the language, as well as keep to the curriculum vocab/topics-can you recommend anything to help me? I can buy revision books but that won't help in the speaking/listening side. My speaking/writing isn't so bad it is mainy listening I find impossible and I also struggle a little bit with reading.

&lt;br/&gt;La lavande et le géranium sont mes huiles préférées. Quand vous viendrez chez moi vous sentirez ce doux mélange…. avec la lavandre en diffusion (???je ne comprends pas « avec la lavande… ». 
&lt;br/&gt;En aromathérapie, les deux sont généralement utilisées : le géranium rosat (pelargonium graveolens) et le géranium odorant (pelargonium odorantissimum). Cette huile essentielle, au parfum proche de la rose (le pelargonium graveolens surtout), sensuel et apaisant, possède de multiples propriétés thérapeutiques très puissantes. L'huile essentielle de géranium est très efficace pour traiter certains problèmes de peau. Tonique astringente cutané , elle équilibre merveilleusement la sécrétion de sébum, substance qui préserve l'élasticité de la peau. Elle convient en outre à tout type d'épiderme : sec, gras et/ou ridé. L'huile essentielle de géranium est également utilisée pour surmonter différents problèmes hormonaux chez la femme (particulièrement efficace en diffusion atmosphérique), très efficace aussi pour éloigner les insectes volants 
&lt;br/&gt;2-4 gouttes dans une petite cuillère d’ huile pour une peau sèche 
&lt;br/&gt;2 gouttes de géranium et 2 gouttes de lavande dans une petite cuillère d’ huile- masser sur le plexus solaire avant de se coucher. 
&lt;br/&gt;Quelle huile de base utiliser ? L’huile Amande, macademia, rose musquée sont un peu chères. L'huile de pépin est efficace et abordable. 
&lt;br/&gt;La pensee positive. 
&lt;br/&gt;J’ai fêté le 80eme anniversaire de Louise Hay que je suis depuis 1985.

&lt;br/&gt;My husband and I will be visiting Paris to celebrate our 3rd anniversary and were just checking in to get info on places to see and things to do. 
&lt;br/&gt;We are going to be there August 7th through August 14th. Where should two noise-loving multimedia artists go, besides the obvious (like the Louvre, record stores in Pigalle, or the places Jim Morrison hung out at)?

&lt;br/&gt;"Crepes Musette" a new local French bistro band will play many inspiring French valse musettes and French Tangos. Band members are Erin Shrader on violin, Sylvia Herold on guitar and vocals, Chuck Ervin on acoustic bass, and Charlie Hancock on accordion. There is a rumor we will have a couple of Edith Piaf songs sung for us. (one which is a waltz, by the way). All are superb musicians with many Bay Area bands. They have been members of Wake the Dead, Euphonia, Fear of Commitment, the Silvertones, Cats and Jammers, the Hot Club, and Contrabandits. We will also have a French mixer, a Bouree, for a line dance

&lt;br/&gt;We welcome back again the "Alameda Vintage Dance Troupe" for a special French dance performance. Denise Brady, artistic director.

    <summary type="html">&lt;div&gt;I was at Borders over the weekend and they have this series of books called 'Culinaria'.
&lt;br/&gt;
&lt;br/&gt;These are big, fat, glossy coffee table books that take a country and cover it's culinary highlights by region...food, wine, etc...in extremely comprehensive detail.
&lt;br/&gt;
&lt;br/&gt;They had France, Germany, Italy, Spain, and Greece.  I picked up France and this is sans doute the best book on French food (and by default...culture) that I have ever owned.  It is simply beautiful.
&lt;br/&gt;
&lt;br/&gt;And the best...they're on sale for $20!!!  Over 450 pages of photos and fabulous narrative!  &lt;/div&gt;

&lt;br/&gt;1) je t'aimes literally means "i like you"
&lt;br/&gt;2) frenchies use it to mean "i love you"
&lt;br/&gt;3) Okay, if a boy or girl you've been dating says "je t'aimes," do they mean #1 or #2
&lt;br/&gt;
&lt;br/&gt;I was taught to say "il me plait" to mean "i like it," not "je l'aimes," which would mean "i love it." Does that make "je l'adores" to mean "i adore it"?
&lt;br/&gt;
&lt;br/&gt;One last question: How often do frenchies throw the word "love" around? 
&lt;br/&gt;
&lt;br/&gt;I am asking a native french speaker because it has a different weight for the natives and i need to get to the essence of this puzzle. Thanx!&lt;/div&gt;

I attended one of the director's panels last night. Listening to directors like Bruno Dumont discuss the difference between French and US films was pretty enlightening, but I think I learned even more from the informal discussions at the wine and cheese thingy afterwards before viewing "Tell No One" (comme ci, comme ça--but better films to come).  Mostly a French crowd and mostly in French, films of different genres are being shown all week at the Directors's guild with the audience voting nightly. This is a chance to see French films which may not be shown here otherwise. I think there are tickets still available.&lt;/div&gt;

    <summary type="html">&lt;div&gt;I am trying to find a hostel or some affordable place to stay in Dunkerque and can't find any pricing online. Anyone ever been? Can you direct me to a place. I need AFFORDABLE and safe. I want to take my son there for a few days so that he can see what it's like being a country where French in the primary language. He is in French Immersion at school and doesn't get to see much relevance for speaking two languages fluently where we live so I thought a quick trip to France would be neat for him. I am a single mom who is visiting my family in the Netherlands so I depsite being able to travel to the Netherlands thanks to my family my own finances are pretty tight... I just think it would really inspire him to be in a country where he knows more than his mom and has to translate everything for me to understand...

    <summary type="html">&lt;div&gt;I have wanted to visit France since my first French class in 7th grade (I was thirteen).  
&lt;br/&gt;
&lt;br/&gt;For years I've told my partner of this dream I've had.  
&lt;br/&gt;
&lt;br/&gt;It stems, in part also, from regret.  I'd won a Rotary Scholarship to live and study in Rennes during the 1986-87 school year but my parents talked me out of it.  That was the year after my senior year of high school and they felt that if I went to Rennes I would not enter college when I returned.
&lt;br/&gt;
&lt;br/&gt;So anyway...I'm turning 40 this April and my partner of 13 years surprised me yesterday with an eight day trip to Paris!  We leave January 29th!
&lt;br/&gt;
&lt;br/&gt;I am trying to make my list of what to take, must-see places, etc.  If anyone has some info to share on weather, appropriate clothing, currency...ANYTHING at all that will make this trip as successful and fun as possible...please share!  
&lt;br/&gt;
&lt;br/&gt;The problem now is that I'm so excited I can't think straight...so I need some help!  :)

&lt;br/&gt;Couper le citron dans deux ou quatre morceaux. Mettre 2 cuillères (thé) du sucre dans un verre et serrer ensemble les morceaux de citron avec un pilon. Puis, ajouter 3 cuillères de la Cachaça (eau de vie de canne à sucre) Gabriela dans le verre et le remuer pour se mélanger. Ajouter la glace et remuer encore.

    <summary type="html">&lt;div&gt;My wife and I will be in Paris in early November.  We will probably be with another couple and their daughter.  I am looking for ideas of things to do.  Yes, some of the tourist things are OK, but maybe something different would be cool too.
&lt;br/&gt;
&lt;br/&gt;We have been once before, in 1999.
&lt;br/&gt;
&lt;br/&gt;I am interested in photography, aviation, history, and technology (especially computers and networks).
&lt;br/&gt;My wife is interested in shopping, shopping, and shopping.  Just kidding... she likes to shop, yes.  She is also a Belly Dancer... so there is interest in things of the Middle East:  Art, music, fabric.  
&lt;br/&gt;
&lt;br/&gt;No, we do not speak French.  We had a bad time in Paris in 1999 because I was too afraid to attempt French, and embarrssed that I could only use English.  The worst was at restaurants... afraid to go eat!

&lt;br/&gt;i've just joined this list. i have a lot of questions that i will list separately. i will appreciate your advice! 
&lt;br/&gt;
&lt;br/&gt;i will move at the end of august from the usa. i'll live in france for about 10 months. can i open a french bank account while i am still in the usa? i don't have an address in paris yet. i looked into hsbc bank since it claims to be 'international'. but with a usa account there will still be a 1% transaction fee for withdrawals i make from a french branch. perhaps it is not all one bank. i tried to open an account with la poste on-line but one seems to need a french address. anyway what is the cheapest way to transfer us dollars to euros? what is the best way to have some euros in hand when one steps off the plane?

&lt;br/&gt;i would like to rent an apartment for six months in paris, october to march. how feasible is that? will it be difficult to find a short-term lease? my fiancee and i can afford 600 euros per month so the place will be small. we hope to arrive in late august to travel around the country then spend a few days in late september trying to find an apartment. are there better and worse times of year to go apartment hunting? should we spend try to rent from september to february instead? we would still travel in september so the september rent would only serve to secure the place and our belongings. how does one go about finding a place? de particulier à particulier has the best prices of any website that i have seen so far. might the fact that my fiancee and i are not yet married be an issue with a landlord? what sort of guarantees will be expected? it seems like a catch-22 that i may need a bank account in order to rent an apartment and that i need an address in order to open a bank account.

    <summary type="html">&lt;div&gt;If anyone is looking for a place to stay in central Paris in July, my lovely apartment is available (I'm off to the Greek Islands!). It's 350 euros a week, in the Bastille area, in a leafy cobbled courtyard. I have pix here -- www.fuchsia-ink.com -- but they were taken last year before we renovated the kitchen (stainless steel oven, fridge, vitroceramic burners). Maybe I'll get around to posting some new ones.
&lt;br/&gt;
&lt;br/&gt;It's a great area and we have cool anglo neighbors who can you help out if needed. The apartment is an open-plan duplex (office area and bed upstairs, lounge, kitchen, bathroom downstairs), so would be best for a couple or a single.

&lt;br/&gt;I"ll be landing in paris staying 2 days then will be going to England for a week. Later come back to paris and stay for 5days. I would like to know hostels that I can stay in paris that are clean. IF  any one can tell me places I shoud not go because they have a bad reputation..to much crime etc.. I'm a 28 year old women traveling alone so I don't want to go to areas that are dangerous. I read that the gare du nord its a bad zone, is it true...Yes we have Neighborhood that are not as bad as other, but there are some neigborhood that are bad especially if one is walking alone. Its my first time traveling so if you can help, it would be great. Please let me know  on places I can stay in downtown paris  I'm planning on going June 19, 2006. I'm would like to meet people, any suggestion would be appreciated.&lt;/div&gt;

&lt;br/&gt;
&lt;br/&gt;I'll be departing for France on May 26 for a two week trip, and will be dividing my time between Paris and the South of France.
&lt;br/&gt;
&lt;br/&gt;I'm debating between going to Antibes and the Rivera, or Arles in the Rhône. We will only be visiting the south for 4-5 days before heading back to Paris, so I'm trying to come up with the best logistical plan for visiting the area (I've not visited there for over 15 years, and my girlfriend has never visited the south).
&lt;br/&gt;
&lt;br/&gt;If anyone has recommendations on which "end" of the south they think holds greater appeal, I'd be happy to have the input. Restaurant and hotel recommendations would also be welcome.

    <summary type="html">&lt;div&gt;"L'Oisive The" in the 13th provided a charming, quiet, smoke-free, warm change from the cafes and restaurants in my busy neigborhood. Also, the 3 people working the salon were casual, professional and friendly with easy smiles.

&lt;br/&gt;Can others recommend their favorite salons de the? What elements did you enjoy? The tea? The ambiance? Food? Service? 
&lt;br/&gt;
&lt;br/&gt;I know that I can get a list of Paris tea salons from the web, but wanted to hear suggestions from this crowd.&lt;/div&gt;
